The applicant selected to fill this position shall be required to submit to a pre-employment medical examination. This position requires lifting, pulling, and squatting. This is a highly professional position in the Quality Improvement Department at Florida State Hospital. The Quality Assurance/Improvement nurse optimizes the quality of care across the facility by undertaking efforts to review clinical competency, ensure regulatory adherence, prevent adverse events and promote quality care outcomes. The duties of this position require the incumbent to be knowledgeable of and utilize the principles of the Quality Improvement Program. This position is responsible for the monitoring, auditing, and evaluation of daily clinical operations utilizing nursing and clinical monitoring tools. The QA nurse will participate in health center committees and department management meetings as needed. Possess strong analytical skills, should be independent and self-motivated, and still be able to work in a team setting. Able to easily interpret numerical outcome data and present it visually.
Ensures adherence to the Department of Public Health and Accrediting Agencies standards across the facility by remaining up to date on relevant standards, conducting staff training in conjunction with clinical leadership, developing protocols and procedures as needed, and performing chart reviews and audits.
Accurately retrieves data from patient records, direct observation, and other data collection methods for hospital and medical staff quality improvement activities according to accepted specifications and within expected time frames. Works with Quality Improvement Director and leadership on high-priority clinical quality improvement projects. Conducts analyses of medical services, including mental health and primary care services. Works closely with the Medical Executive Director and Chief of Nursing Servies in developing, reviewing, and making recommendations for improvements in psychiatric and medical processes. Assists the Medical Executive Director and Chief of Nursing Services in ensuring compliance with applicable federal and state standards of care for medical and psychiatric services.
Develops reports including graphics that represent data collection, analysis, countermeasures, and actions. Conducts root cause analyses for events and quality indicators, develops action plans for improvement, and follows the progress of the action plans. Participates in committees focused on the improvement of systems, including but not limited to clinical investigative teams and assignments. Champions the internal reporting systems and data collection to improve uptake and use among the staff while creating a "just culture" to ensure that staff feels safe reporting incidents and information. Identifies areas of potential risk and develops systems within the organization to minimize the risk of adverse events or negative quality outcomes. Evaluates all data from chart audits/reviews and develops a plan of action for continuous quality improvement.
Identifies quality improvement opportunities and participates in quality improvement initiatives in assigned roles as delegated. Works collaboratively with all departments and leadership. Assists with Continuous Quality Improvement projects, including planning, work measurement, and/or improving quality control. May serve as a Project Manager (Leader) or as a Team Member to fulfill this function.
Assists and provides input on the development and/or revisions of policies and procedures as needed. Reviews policies and procedures for adherence to best practice standards.
Develops and conducts training on quality management topics and regulatory-related issues across all departments. Conducts evaluations on the impact of training on the improvement of services. Obtains and disseminates literature on relevant quality management topics to staff and management. Works with nurse managers/department leaders to ensure regular clinical competency verification of staff.

Knowledge, skills, and abilities, including utilization of equipment, required for the position n:Knowledge of nursing principles and practices. Ability to assess services and conduct audits. Knowledge of theories and concepts of preventive health care. Knowledge of statistics and measurement of data. Ability to analyze data, research, and implement changes based on findings. Knowledge and abiltiy in computer utilization, writing reports, using graphs, and presentation of findings to individuals and/or groups utilizing various applications. Ability and skill communication with all levels of staff and patients, including problem-solving and conflict resolution. Be familiar with regulatory readiness, able to develop an in-depth understanding of AHCA, CARF, other regulatory agencies, and federal/state statutes/regulations,and remain up to date on changes to these requirements. Possess excellent organizational skills, a proactive approach, and an ability to collaborate across roles and disciplines. Ability to interact effectively with all levels of staff, discuss negative events with others in a supportive and non-punitive way, and inspire others toward a goal of continual improvement. Stong analytical skills, be independent and self-movitated, able to work as a part of a team, able to interpret numerical outcome data and present it visually. Able to utilize effectively desktop computer applications, including but not limited to Mircosoft Office suite.
Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): Licensure as a Registered Professional Nurse in the State of Florida (F.S. 464)
